He began his acting career in 1928 with the film Wild West Romance.

Berkeley Bunker was the Republican opponent in Bell’s 1944 race for the US House of Representatives.
According to a November 1 remark in the Nevada State Journal, “He has gained friends wherever he appears, but agreement is that the period is too short to overcome a handicap of not being as well known as his opponent.”
Bell garnered 19,096 votes, compared to Bunker’s 36,648 on November 7 at the election.
Bell served as the Nevada Republican Party’s chairman and served as a delegate to the 1948 Republican National Convention as a substitute.
In addition, he participated actively in the Boy Scouts and the Nevada Chamber of Commerce.
Bell’s connections from those years assisted him in winning the position of Lieutenant Governor in 1954.
Bell was re-elected as Nevada’s lieutenant governor in 1958 despite Democrat Grant Sawyer ousting Russell (John D. MacDonald’s 1960 book The Only Girl in the Game makes reference to Bell and his state political status).
While still in office, Bell suffered a heart attack at the El Rancho Vegas in Las Vegas on July 4, 1962, after delivering a campaign address.
